OSKALOOSA —
On Tuesday, the Oskaloosa City Council approved the first reading of an ordinance revising user charges to provide funds needed to pay for expenses associated with the city’s wastewater treatment works.
According to the agenda item explanation, the Oskaloosa City council approved an amendment to the municipal code, Article V, Section, 13.08.570 User Charges back on April 21, 2008, which specifically implemented an automatic “cost of living” increase for sanitary sewer rates.
This automatic increase is based on the United States Department of Labor Consumer Price Index calculation, but cannot exceed 3 1/2 percent, according to the agenda item explanation.
The agenda item explanation also notes that in the event rates must increase by more than 3 1/2 percent, the city manager would be required to have the rate increase proposal formally adopted by the Oskaloosa City Council in the form of a resolution.
The agenda item explanation says, “Although this year’s rate does not exceed 3.5%, city management recommends an ordinance change to memorialize the change in the rental rates associated with the city’s wastewater treatment works so residents can easily reference the current amount charged for services within the city’s municipal code.”
According to the agenda item explanation, “The increase in rates is attributed to higher costs in operations and maintenance to treat sanitary waste and a requirement to have funds available to satisfy loan covenants with the State Revolving Fund (SRF).”
