OSKALOOSA —
The Oskaloosa City Council unanimously approved a contract with TK Concrete Inc. to do the Mall Storm Sewer Project at its meeting this week.
The project will deal with storm water drainage on High Avenue between North A Street and the north-south alley adjacent to 114 High Ave. E. and North A Street between High Avenue and A Avenue. The project encompasses about 490 feet of storm drains with five intake structures and 60 feet of sanitary sewer replacement.
TK Concrete was the low bidder with a cost of $87,480. Oskaloosa City Manager Michael Schrock Jr. will use an additional 10 percent — $8,750 — for a project contingency.
Schrock said the project will take about a month to complete.
There were misgivings among some city council members about the quality of TK Concrete’s past work for the city.
Schrock said there was an $11,000 difference between TK and the next lowest bidder. If the city rejected the low bid, the project would have to be rebid.
City Attorney Dave Dixon said TK was a little slow in getting back to the city, but TK and city officials sat down and went through the problems and corrected them.
Council member Jason Van Zetten favored setting some sort of rating system for the city to judge contractors’ work to future reference.
The TK contract was unanimously approved.
In other action, a resolution calling for a public referendum on the number of members for the Water Board failed due to a lack of a motion. The resolution would have called for increasing the size of the Water Board from three to five members to serve a staggered six-year term.
